Article 15. Physical education and sports in educational institutions The Law on Physical Culture and Sports

     1. Physical education in educational institutions is carried out during academic and extracurricular hours in accordance with state mandatory education standards and standard curricula.

     2. Physical education is carried out in pre-school organizations, organizations of secondary, technical and vocational, post-secondary education, as well as in organizations of higher and (or) postgraduate education that implement higher education programs for first- and second-year students, in the amount of at least three hours per week.

     Students and pupils with temporary impaired health are engaged in special medical groups and groups of therapeutic physical education.

     Students and pupils with disabilities (with persistent physical or mental disabilities) are engaged in groups of adaptive physical culture and sports or a general group using methods and means of adaptive physical culture and sports.

     In coordination with the authorized body in the field of education, physical education classes in educational organizations specified in part one of this paragraph provide for the use of a mandatory component for national sports in accordance with the list approved by the authorized body in the field of physical culture and sports.

     Students who have a certificate from the medical advisory commission are exempt from physical education classes.

     Students and pupils of specialized boarding schools for children gifted in sports, specialized boarding schools-colleges of the Olympic reserve and organizations of technical and vocational, post-secondary education in the field of sports are exempt from physical education classes.

   2-1. Physical education classes in boarding schools for children gifted in sports, specialized boarding schools-colleges of the Olympic reserve and organizations of technical and vocational, post-secondary education in the field of sports are conducted in the form of an educational and training process for the selected type(s) of sports within the allocated academic hours and are indicated in a document on state-issued education as a subject of physical education.

     3. Pre-school educational organizations, general education schools and other educational organizations for the purpose of physical education of students and pupils form physical culture skills, involve them in sports, conduct physical education and recreation and sports events and assist public associations and other legal entities in organizing and conducting sports events with the participation of preschool children, students and pupils.

     4. Sports clubs, sections and extracurricular sports and recreation organizations are created for sports outside of school hours, which include sports schools of various types, children's and youth physical training clubs, children's and adolescent clubs at the place of residence and other legal entities whose activities are aimed at physical education and sports training of preschool children studying and the students.

     5. In order to train the sports reserve in physical culture and sports organizations, in coordination with local executive bodies, specialized sports classes and groups are created on the basis of secondary schools that provide sports training for students and pupils in various sports, based on an in-depth educational and training process in accordance with the rules of functioning of specialized sports classes., developed and approved by the authorized body in the field of physical culture and sports in coordination with the authorized body in the field of education.

     6. The training of athletes in specialized boarding schools for children gifted in sports, specialized boarding schools and colleges of the Olympic reserve is carried out in accordance with the procedure established by the authorized body in the field of physical culture and sports, in coordination with the authorized body in the field of education.

     7. The training of athletes in educational institutions is carried out in accordance with the rules, programs and standards approved by the authorized body in the field of physical culture and sports.

     8. Local executive authorities are responsible for creating the necessary conditions for physical education in preschool educational institutions, extracurricular sports and recreation organizations and other educational institutions.

     9. In order to develop student and school sports, educational organizations may establish sports clubs, student and school leagues, and sports federations among students and pupils.

     10. Individuals and legal entities engaged in activities in the field of student and school sports may be members of the student and (or) school sports league.

     11. The procedure for forming student and school leagues, organizing and holding sports events among student and school leagues is determined by the authorized body in the field of education in coordination with the authorized body in the field of physical culture and sports.

 

 

The Law of the Republic of Kazakhstan dated July 3, 2014 No. 228-V SAM.

     This Law regulates public relations in the field of physical culture and sports, defines the legal, organizational, economic and social foundations for ensuring the activities and development of mass physical culture, amateur and professional sports in the Republic of Kazakhstan.
