1. The provision of retail services for periodicals to users of the postal operator's services is carried out by the postal operator on the basis of an agreement concluded with the owner of the mass media or his representative.

2. Retail sale of foreign periodicals is carried out by the postal operator in the territory specified in the document on registration of foreign periodicals distributed in the Republic of Kazakhstan, issued by the authorized body in the field of mass media, local executive bodies of regions, cities of republican significance, the capital in accordance with the Law of the Republic of Kazakhstan "On Mass Media".

The Law of the Republic of Kazakhstan dated April 9, 2016 No. 498-V SAM.

This Law establishes the legal basis of activities and regulates public relations in the field of mail in the territory of the Republic of Kazakhstan, defines the rights and obligations of subjects of postal activity, and the competence of state bodies in the field of mail.
