Article 15. The rights of children with disabilities Chapter 4. The rights of children with disabilities, the rights and obligations of their parents and other legal representatives The Law on Social, Medical and Pedagogical Correctional Support for Children with Disabilities

1. Children with disabilities have the right to:

1) guaranteed free social, medical and pedagogical correctional support;

2) free examination in healthcare entities, psychological, medical and pedagogical consultations or departments of medical and social expertise and free medical care in accordance with the procedure established by the legislation of the Republic of Kazakhstan;

3) free medical, psychological and pedagogical correction of physical or mental disability from the moment of detection, regardless of the degree of its severity, in accordance with the conclusion of the psychological, medical and pedagogical consultation;

4) free medical provision of prosthetic and orthopedic products and shoes, printed publications with special font, sound-amplifying equipment and alarms, compensatory technical means in accordance with the procedure established by the legislation of the Republic of Kazakhstan;

5) receiving free pre-school and general secondary education in special educational organizations or state educational organizations in accordance with the conclusion of psychological, medical and pedagogical consultations;

6) free, on a competitive basis, technical and vocational, post-secondary, higher education in state educational organizations within the framework of state educational programs;

7) employment upon graduation in accordance with the received education and (or) professional training in accordance with the procedure determined by the legislation of the Republic of Kazakhstan.

8) priority care in healthcare organizations.

2. When participating in a competition for free public education through budgetary financing, educational grants, in the case of identical indicators, persons with disabilities of the first and second groups, persons with disabilities since childhood, who, according to the conclusion of the departments of medical and social expertise, are not contraindicated to study in relevant educational organizations, have a preferential right.

3. Children with disabilities from among orphans and those left without parental care who are on full state support, after completing their stay in special educational institutions and reaching adulthood, are provided with housing by local executive bodies in accordance with the procedure established by law.

The Law of the Republic of Kazakhstan dated July 11, 2002 No. 343.

This Law defines the forms and methods of social, medical and pedagogical correctional support for children with disabilities, is aimed at creating an effective system of assistance to children with developmental disabilities, solving problems related to their upbringing, education, labor and vocational training, and preventing childhood disability.
