Article 15. The status of employees and their legal guarantees The Law on Special State Bodies of the Republic of Kazakhstan
1. Employees are representatives of state authorities and are protected by the State.
A citizen acquires the status of an employee from the day he enters the service and loses it from the day he is excluded from the lists of personnel of a special state body in connection with dismissal from service.
2. The requirements of employees stipulated by the legislative acts of the Republic of Kazakhstan (hereinafter referred to as legal requirements) are mandatory for all citizens and officials.
3. Employees, when performing their duties, are subordinate only to the head of a special state body, direct and authorized managers, except in cases provided for by the laws of the Republic of Kazakhstan.
4. No one has the right to interfere in the activities of employees, except for persons directly authorized to do so by the laws of the Republic of Kazakhstan. Unlawful interference in the activities of employees entails liability established by the laws of the Republic of Kazakhstan.
5. Upon receiving an order or instruction that contradicts the laws of the Republic of Kazakhstan, the employee must be guided only by the laws of the Republic of Kazakhstan.
Managers are prohibited from giving orders and orders that are not related to the performance of duties of the service or aimed at violating the legislation of the Republic of Kazakhstan.
Orders are given exclusively in writing, except in cases of hostilities, performing tasks in a state of emergency, as well as conducting operational search and counterintelligence activities.
6. Employees have the right to appeal against their decisions and actions (inaction) to higher officials in court in accordance with the procedure established by the laws of the Republic of Kazakhstan.
The decisions and (or) instructions made are brought to the attention of employees in accordance with the procedure established by the charter of the internal service of special state bodies, approved by the order of the first head of the special state body.

This Law defines the status of special state bodies of the Republic of Kazakhstan (hereinafter referred to as special state bodies), regulates public relations related to admission to service in special state bodies, its passage and termination, and also defines the legal status, financial support and social protection of employees of special state bodies.
