1. Individuals and legal entities specified in this article, prior to starting activities in the field of livestock breeding, are required to notify the authorized body in accordance with the procedure established by the Law of the Republic of Kazakhstan "On Permits and Notifications".

4. A legal entity that has notified the authorized body of the start of its activity as a breeding center must:

1) own, by right of ownership or lease (for at least three years), or lease, a material and technical base (a room for keeping breeding animals, a laboratory for low-temperature freezing and storage of seeds of breeding animals, a veterinary and sanitary checkpoint, a quarantine room, an isolation ward, laboratory and cryogenic equipment);

2) to carry out a bonus and (or) an index assessment;

3) to evaluate breeding breeding animals for the quality of offspring and (or) genomic assessment;

4) have employees in the relevant specialties.

5) to evaluate (test) breeding animals according to their own productivity.

The following documents are attached to the notification::

1) certificate of state registration (re-registration) of a legal entity (for a legal entity);

2) copies of the veterinary and sanitary report on the facility and confirmation of the assignment of the registration number;

3) excluded by the Law of the Republic of Kazakhstan dated 04/06/2024 No. 71-VIII (effective sixty calendar days after the date of its first official publication).

4) copies of breeding certificates confirming the presence of breeding breeding animals;

5) copies of title documents confirming the existence of a complex of production facilities (premises for keeping breeding animals, laboratories for low–temperature freezing and storage of seeds of breeding animals – manufacturers, veterinary and sanitary checkpoint, quarantine room, insulator, laboratory and cryogenic equipment (Dewar vessel), defrosting thermostat, water bath, microscopes, heating table, freezer, equipment for packaging and labeling of breeding material) by right of ownership, or lease agreement (at least three years), or lease agreement;

6) veterinary passports confirming identification;

7) Excluded by the Law of the Republic of Kazakhstan dated 10.10.2022 No. 144-VII (effective sixty calendar days after the date of its first official publication).

5. A legal entity that has notified the authorized body of the commencement of its activities as a distribution center must:

1) own, by right of ownership or lease (for at least three years), or lease, a material and technical base (production facilities with stationary bio-storage facilities, laboratory and cryogenic equipment);

2) have employees in the relevant specialties.

The following documents are attached to the notification::

1) certificate of state registration (re-registration) of a legal entity (for a legal entity);

2) copies of the veterinary and sanitary report on the facility and confirmation of the assignment of the registration number;

3) excluded by the Law of the Republic of Kazakhstan dated 04/06/2024 No. 71-VIII (effective sixty calendar days after the date of its first official publication).

4) copies of title documents confirming the availability of a material and technical base, including production facilities with stationary bio-storage facilities, laboratory and cryogenic equipment (Dewar vessels), a defrosting thermostat, a water bath, microscopes, a heating table), on the right of ownership, or a lease agreement (for at least three years), or a lease agreement.

6. The individual who notified the authorized body about the beginning of

activities as a boniter (classifier) for a specific

the type and direction of animal productivity is attached to the notification

1) Identity cards;

2) diploma of education in the field of agriculture and bioresources or veterinary medicine;

3) a document on the completion of training courses for boniters (classifiers) for the corresponding type of animal.

7. An individual who has notified the authorized body of the start of activity as an insemination technician shall attach copies to the notification.:

1) Identity cards;

2) a diploma of education in the field of agriculture and bioresources, veterinary medicine, or a document confirming the completion of training courses for an insemination technician, or a document confirming the work experience in this field for at least six months;

3) Excluded by the Law of the Republic of Kazakhstan dated 10.10.2022 No. 144-VII (effective sixty calendar days after the date of its first official publication).

4) title documents confirming the availability of a material and technical base (laboratory space, instrumentation, instrumentation, cryogenic equipment (Dewar vessel), defrosting thermostat, water bath, microscope, heating table, catheter syringe) on the property right, or a lease agreement (for at least a year), or a contract leasing.

8. An individual who has notified the authorized body of the commencement of activity as an embryo transplantation specialist shall attach copies to the notification.:

1) Identity cards;

2) diploma of education in the field of agriculture and bioresources or veterinary medicine;

3) a document on the completion of training courses for a specialist in the transplantation (transplantation) of animal embryos;

4) title documents confirming the existence of a material and technical base (laboratory facilities, instrumentation, cryogenic and technological equipment (Dewar vessel), defrosting thermostat, heating table, microscope, syringes) on the property right, or a lease agreement (for at least a year), or a lease agreement.

10. The submission of the documents provided for in this article is not required if it is possible to obtain the information contained therein from state information systems and (or) from the information form.

When submitting documents through the e-Government web portal or the Government for Citizens State Corporation, the documents are submitted in electronic form.

This Law defines the legal, organizational and economic bases for carrying out activities in the field of breeding livestock, is aimed at preserving and increasing the gene pool of breeding animals, as well as reproducing and improving their productive qualities, regulates the activities of government agencies, individuals and legal entities engaged in the field of breeding livestock.
