Article 16. Management of the transportation process of the Railway Transport Act
1. The national infrastructure operator provides services to the mainline railway network, including dispatching traffic control on mainline and station tracks, and concludes contracts with carriers in accordance with the Rules for Using the Mainline Railway Network.
2. The national infrastructure operator is obliged not to allow rolling stock on the mainline railway network that does not comply with the requirements of the Rules of Technical Operation, legislation of the Republic of Kazakhstan in the field of technical regulation, healthcare, standardization and environmental legislation of the Republic of Kazakhstan.
The carrier is obliged to ensure that the operated rolling stock meets the requirements of the Rules of Technical Operation, legislation of the Republic of Kazakhstan in the field of technical regulation, healthcare, standardization and environmental legislation of the Republic of Kazakhstan.
3. The national infrastructure operator is obliged to conclude an agreement with a private partner regulating the relationship between the parties for the implementation of a public-private partnership agreement.
The Law of the Republic of Kazakhstan dated December 8, 2001 No. 266.
This Law regulates public relations between carriers, participants in the transportation process, government agencies, passengers, senders, recipients, shippers, consignees, and other individuals and legal entities when transporting passengers, baggage, cargo, baggage, and mail by rail.
