1. The owner of a mass media outlet is an individual or a legal entity or an association of individuals and (or) legal entities exercising the right to own, use and dispose of a mass media outlet.

2. The owner of a mass media outlet has the right to act as an editorial office, editor-in-chief (editor), journalist, publisher, distributor of a mass media outlet both in relation to his own and other mass media on the basis of an appropriate agreement.

This Law regulates public relations in the field of mass media, establishes their legal basis and is aimed at ensuring the constitutional right to freedom of speech and creativity.
