Article 16. Principles of secrecy of information and its media Chapter 4. Classification of information and its carriers that constitute the State secrets of the Republic of Kazakhstan of the Law on State Secrets

The classification of information constituting state secrets of the Republic of Kazakhstan and their carriers is carried out in accordance with the principles of legality, validity and timeliness.

Legality means compliance of secrecy with the Constitution and laws of the Republic of Kazakhstan.

The validity consists in establishing through an expert assessment the expediency of classifying specific information, the likely economic and other consequences of this act, based on the balance of vital interests of society, citizens and the state.

Timeliness implies the establishment of restrictions on the dissemination of this information from the moment it is received (developed) or in advance.

The Law of the Republic of Kazakhstan dated March 15, 1999 N 349-1.

This Law defines the legal framework and a unified system for the protection of state secrets in the interests of ensuring the national security of the Republic of Kazakhstan, regulates public relations arising in connection with the classification of information as state secrets, their classification, disposal, protection and declassification.
