Article 16. Proposals on the accession of the Republic of Kazakhstan to international treaties of the Law on International Treaties of the Republic of Kazakhstan

1. The state bodies of the Republic of Kazakhstan, which are directly subordinate and accountable to the President of the Republic of Kazakhstan, in accordance with the procedure provided for in Article 5 of this Law, shall submit on issues of their competence:

1) Proposals to the President of the Republic of Kazakhstan on accession to international treaties on behalf of the Republic of Kazakhstan;

2) to submit proposals to the Government of the Republic of Kazakhstan on accession to international treaties on behalf of the Government of the Republic of Kazakhstan.

2. The central executive bodies of the Republic of Kazakhstan, in matters of their competence, in accordance with the procedure provided for in Article 5 of this Law, submit proposals to the Government of the Republic of Kazakhstan on accession to international treaties.

3. The Government of the Republic of Kazakhstan shall consider the proposals referred to in subparagraph 2) of paragraph 1 and paragraph 2 of this article and make proposals for accession to international treaties.:

1) concluded on behalf of the Republic of Kazakhstan, which is not subject to ratification, to the President of the Republic of Kazakhstan;

2) concluded on behalf of the Republic of Kazakhstan, subject to ratification, to the Parliament of the Republic of Kazakhstan in coordination with the President of the Republic of Kazakhstan;

3) concluded on behalf of the Government of the Republic of Kazakhstan, subject to ratification, to the Parliament of the Republic of Kazakhstan.

This Law defines the procedure for concluding, executing, amending and terminating international treaties of the Republic of Kazakhstan.

International treaties of the Republic of Kazakhstan are concluded, executed, amended and terminated in accordance with the Constitution of the Republic of Kazakhstan, generally recognized principles and norms of international law, the provisions of the international treaty itself, the Vienna Convention on the Law of Treaties, this Law and other legislation of the Republic of Kazakhstan.
