Article 16. Sale of postage stamps The Law on Mail
1. Postage stamps are intended to confirm payment for the services of the mail operator for forwarding written correspondence in accordance with the applicable tariffs. The use of postage stamps is carried out only to items of written correspondence.
2. The postal operator uses postal payment signs agreed with the authorized body, with the exception of state postal payment signs.
3. Postal operators in the territory of the Republic of Kazakhstan carry out forwarding of domestic and international written correspondence only in the presence of postage stamps.
4. Sold postage stamps, including government ones, are not subject to return or exchange.
5. If there are no signs of postage on the mail item or partial payment of the established tariff, the mail operator returns the mail item to the sender.
6. Polluted, damaged, used (extinguished), withdrawn from circulation postage stamps, as well as postage stamps of other countries, are not accepted for payment for postal services.
7. The purchased postage stamps confirming payment for postal services must be used by the mail operator who issued this postage stamp.
8. In order to identify postal payment signs by affiliation to postal operators, postal payment signs, except for state postal payment signs, must contain the name of the postal operator on the front side.

This Law establishes the legal basis of activity and regulates public relations in the field of mail in the territory of the Republic of Kazakhstan, defines the rights and obligations of subjects of postal activity, the competence of state bodies in the field of mail.
