1. During the period of mobilization, martial law and in wartime, the general management of territorial defense is carried out by the Headquarters of the Supreme High Command of the Armed Forces of the Republic of Kazakhstan, direct management is carried out by the Government of the Republic of Kazakhstan, and in the zones of territorial defense – by the defense councils of regions, cities of republican significance, and the capital.

2. The defense councils of regions, cities of republican significance, and the capital carry out the instructions of the military authorities in accordance with the legislation of the Republic of Kazakhstan.

The Law of the Republic of Kazakhstan on Territorial Defense dated June 30, 2025 No. 201-VIII SAM

This Law regulates public relations in the field of territorial defense of the Republic of Kazakhstan.
