Article 16. The rights and obligations of gun owners of the Law on State Control over the Turnover of Certain Types of Weapons
1. Gun owners have the right to:
1) ownership of weapons and ammunition acquired in accordance with the established procedure;
2) receiving compensation for the cost of weapons in case of seizure or voluntary surrender in accordance with the procedure established by law;
3) sell, donate, inherit or transfer weapons for temporary use in accordance with the procedure established by the Government of the Republic of Kazakhstan in accordance with the legislation of the Republic of Kazakhstan;
4) for the storage and carrying of bladed weapons if there is a permit for the right to store and carry firearms.
2. Gun owners are required to:
1) register and re-register with the internal affairs bodies the weapons owned, with the exception of those listed in paragraph 3 of paragraph 1 of Article 15;
2) observe the established procedure for transporting weapons and ammunition to them;
3) ensure the safety of weapons and ammunition;
4) ensure unhindered access of law enforcement officers to the territory of controlled facilities and weapons storage facilities, and provide them with the necessary documentation for review in accordance with the law;
5) in the event of the death of the owner of a civilian weapon, family members are required to re-register or hand over this weapon for commission within one month.;
5-1) pass a five-year knowledge test of the rules for the safe handling of civilian and service weapons in organizations designated by the authorized body in the field of arms control;
6) in case of a change of place of residence, remove the weapon from the register of the internal affairs body and within ten days put it on the appropriate register at the new permanent place of residence, and in case of a change of place of residence within one district or a city that does not have a district division, notify the territorial internal affairs body within five days.

This Law regulates legal relations arising from the turnover of civilian, service, military handguns and cold steel weapons in the territory of the Republic of Kazakhstan, and is aimed at protecting the life and health of citizens, property, ensuring public safety, protecting environmental facilities, resources, and developing international cooperation in combating crime and illegal proliferation of weapons.
The provisions of this Law also apply to the circulation of ammunition (cartridges).
