Article 17. Employee rights related to service The Law on Special State Bodies of the Republic of Kazakhstan
1. Employees have the right to:
1) receiving information and materials in accordance with the established procedure,
necessary for the performance of official duties;
2) familiarization with the documents defining their rights and official duties;
3) access in accordance with the established procedure in connection with the performance of official duties to state bodies, organizations, regardless of their organizational and legal form;
4) access, in accordance with the established procedure, to information constituting state secrets and other legally protected secrets, if the performance of official duties is related to the use of such information;
5) promotion based on the results of professional activity, length of service and qualification level;
6) familiarization with reviews of their official activities and other documents before entering them into their personal file, personal file materials (with the exception of special verification materials containing information constituting state secrets), as well as to attach their written explanations and other documents and materials to their personal file;
7) retraining and advanced training in accordance with the procedure established by this Law and other regulatory legal acts of the Republic of Kazakhstan;
7-1) completing an internship in accordance with the procedure determined by the first head of a special state body;
7-2) admission is subject to agreement with an authorized supervisor (except for cadets and trainees) to educational organizations of the Republic of Kazakhstan and a foreign country that implement higher and postgraduate education programs, in accordance with the procedure established by the legislation of the Republic of Kazakhstan.;
8) state protection of his life, health and property, life, health and property of his family members in accordance with the legislation of the Republic of Kazakhstan;
9) protection of personal data of the employee and his family members;
10) appeal to higher-ranking officials, to higher authorities or to the court to protect their rights and legitimate interests, as well as to resolve individual disputes related to service;
11) medical care and spa treatment;
12) pension provision and social protection;
13) housing provision;
14) appropriate organizational, technical and sanitary conditions of service, taking into account the specifics of the service;
15) rest in accordance with this Law and the labor legislation of the Republic of Kazakhstan;
16) carrying out teaching, scientific or other creative activities.
2. In accordance with the tasks assigned to them, employees are granted other rights within their competence provided for by the laws of the Republic of Kazakhstan regulating the activities of special state bodies.

This Law defines the status of special state bodies of the Republic of Kazakhstan (hereinafter referred to as special state bodies), regulates public relations related to admission to service in special state bodies, its passage and termination, and also defines the legal status, financial support and social protection of employees of special state bodies.
