Article 17. Safety requirements for the transportation and storage of chemical products of the Law on the Safety of Chemical Products

     1. Storage and transportation of chemical products must be carried out in conditions ensuring their safety in accordance with the requirements of the legislation of the Republic of Kazakhstan in the field of safety of chemical products.

      2. Vehicles specially equipped for such purposes are used to transport chemical products that are dangerous to human life and health and the environment.  

      3. Storage and transportation of chemical products are carried out in compliance with protective measures, which include:  

      1) requirements for packaging and containers for transportation and storage;  

      2) the permissible packaging weight of chemical products and their shelf life;  

      3) compatibility of products during transportation and storage with other types of chemical products;  

      4) General requirements for transportation and storage (temperature, pressure, humidity, illumination);  

      5) special measures for chemical products capable of spontaneous combustion and spontaneous decomposition, including the formation of dangerous products;  

      6) measures for the safe reuse of packaging, containers and (or) their disposal;  

      7) measures to prevent emergencies and eliminate their consequences;  

      8) personal protective equipment for personnel;  

      9) the use of paramilitary guards in cases established by the legislation of the Republic of Kazakhstan.  

      4. Transportation and storage of chemical products are carried out in packaging that ensures their consumer properties and protection from the effects of their dangerous properties on human health and life, and the environment.  

      5. The permissible weight of a chemical product should ensure the safety of its effects or transformation products during the prescribed shelf life.  

      6. When transporting chemical products, measures should be taken to ensure the integrity of the packaging, as well as the vehicles themselves, to prevent unauthorized access to chemical products.  

     7. The requirements for the use of packages for the transportation of chemical products on various modes of transport are established by the relevant technical regulations.

      8. It is not allowed to place two or more types of chemical products in the same container if they can react dangerously with each other and cause:  

      1) ignition and (or) release of a significant amount of heat;  

      2) release of flammable, toxic or suffocating gases;  

      3) the formation of other chemically active and dangerous, including corrosive substances.  

      9. Transportation of liquefied gases is carried out in accordance with the procedure established by the legislation of the Republic of Kazakhstan.  

      10. When storing chemical products with the ability to form new compounds that increase the hazard properties of the main chemical product, adequate protective measures should be provided to exclude the possibility of such a transformation.  

      11. Reuse of containers is only possible for identical substances. The storage conditions of chemical products should exclude the possibility of accidental mixing.  

      12. The material from which the package is made must not react chemically with its contents.  

      13. Supervision of the import, export and transit of chemical products is carried out in accordance with the laws of the Republic of Kazakhstan.  

 

 

The Law of the Republic of Kazakhstan dated July 21, 2007 No. 302.

      This Law establishes the legal basis for ensuring the safety of chemical products for the protection of human life and health, environmental protection and consumer interests in the territory of the Republic of Kazakhstan.
