1. Scientific and technical councils are established under the sectoral authorized bodies in regulated areas, scientific organizations and organizations of higher and (or) postgraduate education in order to develop proposals and recommendations on priority areas of research and development, as well as evaluation of scientific and technical projects and programs.

2. Scientific and technical projects and programs financed from the resources of subsurface users within the framework of the obligations of subsurface users in the field of science are considered by scientific and technical councils under the industry authorized bodies.

This Law regulates public relations in the field of science, scientific and (or) scientific and technical activities, commercialization of the results of scientific and (or) scientific and technical activities, defines the basic principles and mechanisms of functioning and development of the national scientific system of the Republic of Kazakhstan.
