Article 17. State postage stamps and philatelic products of the Postal Act

Article 17. State postage stamps and philatelic products of the Postal Act

     1. The authorized body carries out the putting into circulation of state postage stamps.

     2. The requirements for state postage stamps are determined by the authorized body in accordance with the acts of the Universal Postal Union. The procedure for approving the types and volumes of state postage stamps, their entry into and withdrawal from circulation, as well as the organization of manufacture, release and sale are determined by the rules for the release and sale of state postage stamps and philatelic products, approved by the authorized body.

     3. The organization of the manufacture, issue and sale of state postal payment signs is carried out by the National Postal Operator.

     4. In order to protect against trafficking of illegally issued state postage stamps, the National Postal Operator sends to the Universal Postal Union three postage stamps of each new issue and each denomination, accompanied by the necessary information (date of issue, technical description and other necessary data) for inclusion in the register of genuine stamps of the member countries of the Universal Postal Union.

     5. The Authorized Body, at the suggestion of the National Postal Operator, removes state postage stamps from postal circulation for use as philatelic products.

     6. The postal circulation of the state postage stamp is carried out at least two years after the date of its introduction into circulation.

     This Law establishes the legal basis of activities and regulates public relations in the field of mail in the territory of the Republic of Kazakhstan, defines the rights and obligations of subjects of postal activity, and the competence of state bodies in the field of mail.
