Article 18-1. Electronic and hybrid mail services The Law on Mail
E-mail services consist in the electronic transmission of messages, information, letters and documents between authenticated users of the services with confirmation of the sending and delivery of such transmission and ensuring the secure storage of received messages, information, letters and documents.
Hybrid mail services include hybrid mail forwarding services.
Postal operators register service users on a voluntary basis according to an application submitted by the service user on paper or in electronic form. The procedure for authentication and provision of e-mail services is determined based on the user agreement between the mail operator and the user of the services.
The authentication of the user of the e-mail services is carried out by means of an electronic digital signature.
Postal operators use an electronic postmark, which is a confirmation of the transmission of messages, information, letters and documents in electronic form and the corresponding form of authenticity of an operation carried out at a certain time by one or more users of the services.

This Law establishes the legal basis of activities and regulates public relations in the field of mail in the territory of the Republic of Kazakhstan, defines the rights and obligations of subjects of postal activity, and the competence of state bodies in the field of mail.
