Article 18. Forms of public control The Law on Public Councils

     1. Public monitoring is a procedure of public control, which is the observation by subjects of public control over the activities of government agencies, subjects of the quasi-public sector.

      2. A public hearing is a procedure of public control carried out by holding a meeting for public discussion of issues provided for in subparagraphs 1), 5) and 6) of paragraph 1 of Article 5, subparagraph 1) paragraph 1 of Article 5-1 of this Law, as well as socially significant decisions of state bodies and quasi-public sector entities on their compliance with public interests.

     3. Public expertise is a public control procedure based on the use by subjects of public control of special knowledge and (or) experience for research, analysis and assessment for compliance with public interests to preserve an environment favorable to the life and health of citizens, as well as the exclusion of factors that have a negative impact on ensuring the safety of individuals, settlements and production facilities.

      4. Hearing a report on the results of the work of a state body or a quasi-public sector entity is a public control procedure and represents a public discussion at a meeting of the Public Council of the results of the activities of state bodies, local self-government bodies and their officials on issues provided for in subparagraphs 2) and 3) of paragraph 1 of Article 5 of this Law, quasi-public sector entities on issues related to provided for in subparagraphs 2) and 3) of paragraph 1 of Article 5-1 of this Law.

 

 

The Law of the Republic of Kazakhstan dated November 2, 2015 No. 383-V SAM.

     This Law defines the legal status, procedure for the formation and organization of activities of public councils aimed at implementing state policy on the formation of a state accountable to the population, ensuring the broad participation of non-profit organizations and citizens in decision-making by government agencies at all levels, as well as national management holdings, national holdings, national companies (hereinafter referred to as quasi-public sector entities).
