In order to develop and operate the national scientific system in the Republic of Kazakhstan, scientific and (or) scientific and technical activities are managed in accordance with the distribution of strategic, expert and administrative functions.:

1) The President of the Republic of Kazakhstan;

2) The Government of the Republic of Kazakhstan;

3) The Higher Scientific and Technical Commission;

4) The Council on Technological Policy under the Government of the Republic of Kazakhstan; - Excluded by the Law of the Republic of Kazakhstan dated September 27, 2025 No. 220-VIII SAM

5) the Appeals Commission;

6) National scientific councils;

7) by the authorized body;

8) industry authorized bodies;

9) local executive bodies of regions, cities of republican significance and the capital.

This Law regulates public relations in the field of science, scientific and (or) scientific and technical activities, commercialization of the results of scientific and (or) scientific and technical activities, defines the basic principles and mechanisms of functioning and development of the national scientific system of the Republic of Kazakhstan.
