1. Ensuring national security is achieved by consistently implemented State policy with a clear delineation of competence and ensuring the coordinated functioning of all State bodies and officials, as well as citizens and organizations legally involved in the implementation of measures to ensure national security.

2. The Republic of Kazakhstan ensures its national security by all means and methods at its disposal, including economic, political, military, legal, special (intelligence, counterintelligence), applied unilaterally or in accordance with international treaties.

National security requirements are necessarily taken into account when:

1) strategic planning of directions and stages of socio-economic development of the country;

2) development, adoption and execution of legislative and other regulatory legal acts in the field of national security.

3. Ensuring national security consists in achieving and maintaining the necessary level of protection of national interests by:

1) determining the main directions of the state's activities in this area;

2) identification and forecasting of threats to national security, as well as opportunities to promote political initiatives of the Republic of Kazakhstan abroad;

3) implementation of a set of operational and long-term measures to prevent and neutralize threats to national security, including to eliminate the causes and conditions that give rise to these threats;

4) mobilization of forces and means to ensure national security in cases of an immediate threat to national security, encroachment on it, including in cases of extreme and emergency situations of an intra-state, cross-border and global nature;

5) immediate decision-making and actions to protect national interests, suppress illegal activities that infringe on national security, and implement other law-restrictive measures, including by restricting access to information related to intelligence, counterintelligence activities, and security measures to ensure the safety of protected persons and facilities;

6) localization and elimination of consequences related to encroachments on national interests, implementation of a set of remedial measures.

4. Interdepartmental commissions, councils, or headquarters may be established to implement measures to ensure national security.

The heads of interdepartmental commissions, councils or headquarters are the heads of authorized bodies that carry out interdepartmental coordination in a specific area of national security in accordance with Article 15 of this Law.

Interdepartmental commissions, councils, or headquarters include government agencies and organizations that, within their competence, participate in the implementation of State policy in the field of national security.

This Law regulates legal relations in the field of national security of the Republic of Kazakhstan and defines the content and principles of ensuring the security of man and citizen, society and the state, the system, goals and directions of ensuring national security of the Republic of Kazakhstan.
