Article 18. Meetings of the Government of the Republic of the Constitutional Law On the Government of the Republic of Kazakhstan
1. Government meetings are held at least once a month.
2. Government meetings are convened by the Prime Minister or the President of the Republic.
3. The Prime Minister presides over Government meetings, and in his absence, the Deputy Prime Minister, who replaces the Prime Minister in accordance with the division of duties. When the Government considers particularly important issues, the President of the Republic presides over its meetings, if necessary.
4. A Government meeting is considered competent if at least two thirds of the members of the Government participate in it. Members of the Government participate in its meetings without the right to substitute.
5. Government meetings are open. Closed Government meetings may be held at the initiative of the President or the Prime Minister.
6. The procedure for preparing and holding Government meetings is determined by the Government Regulations.

This Constitutional Law, in accordance with the Constitution of the Republic of Kazakhstan, defines the competence, organization and activities of the Government of the Republic of Kazakhstan.
