Article 18. Powers of the President of the Republic in relation to the republican referendum of the Constitutional Law on the President of the Republic of Kazakhstan
1. In accordance with the constitutional law, the President of the Republic decides to hold a republican referendum on his own initiative, on the initiative of the Parliament, the Government, or at least two hundred thousand citizens of the Republic who have the right to vote, who equally represent all regions, the capital of the Republic, and cities of national significance.
2. The President of the Republic, on the initiative of the Parliament, the Government or the citizens of the Republic, makes one of the following decisions on holding a referendum:
1) on holding a referendum;
2) on the need to adopt amendments and additions to the Constitution, the constitutional law, the law of the Republic or any other decision on the issue proposed as the subject of a referendum without holding it;
3) the rejection of the proposal to hold a referendum. If the President of the Republic rejects the Parliament's proposal to submit amendments and additions to the Constitution to a national referendum, the Parliament has the right, by a majority of at least four-fifths of the total number of deputies of each Chamber of Parliament, to adopt a law on introducing these amendments and additions to the Constitution. In this case, the President of the Republic signs this law or submits it to a national referendum.
3. With the consent of the initiators of the referendum, the President of the Republic may, prior to its holding, clarify the wording of the question(s) to be submitted to the referendum in order to more accurately express the will of its initiators.
