Article 18. Rights and duties of a mother-educator in the upbringing and education of children of the Law on Family-type Children's Villages and Youth Homes
1. The mother-educator has the right to independently determine the ways of raising children, taking into account their opinion, the opinion of the administration of the children's village and the recommendations of the guardianship authority.
The mother-educator, taking into account the opinion of the children, has the right to choose the organization of education and the form of education and is obliged to provide conditions for children to receive primary, basic secondary and general secondary education.
2. In exercising her powers, the mother-educator has no right to harm the physical and mental health of children and their moral development. Parenting methods should exclude neglectful, cruel, rude, degrading treatment that offends the honor and dignity of children.
3. The mother-educator is obliged to raise children, take care of their health, physical, mental, moral and spiritual development.
The mother-educator is obliged to faithfully fulfill the duties assigned to her to create a moral, spiritual and homely atmosphere in the family.
4. The mother-educator is obliged to ensure the safety of the copies of the documents referred to in the sub-paragraphs 1), 2), 4) – 11) paragraph 4 of Article 16 of this Law.
5. The mother-educator, who performs her duties to the detriment of the rights and interests of the pupils, is responsible in accordance with the procedure established by the legislation of the Republic of Kazakhstan on an equal basis with the parents.

This Law defines the legal status of family-type children's villages and youth homes established in order to meet the rights of orphaned children and children left without parental care to live and be raised in a family, as well as to comprehensively ensure their moral, spiritual, labor upbringing and education.
