Article 18. Rural development The Law on State Regulation of the Development of the Agro-industrial Complex and Rural Areas
1. State regulation of rural development is aimed at developing the social and engineering infrastructure of rural areas and providing the rural population with favorable living conditions.
2. The State regulates rural development by:
1) excluded by the Law of the Republic of Kazakhstan dated 07/03/2013 No. 124-V (effective after ten calendar days after its first official publication);
2) classification of rural settlements according to the level of socio-economic development and ecological status;
3) development of standards for the provision of rural settlements with social and engineering infrastructure facilities in rural areas and the ecological status of rural settlements;
4) implementation of monitoring:
the state of rural population's provision with social and engineering infrastructure services in rural areas;
ecological status of rural settlements;
5) creation and development of social and engineering infrastructure in rural areas;
6) optimal rural settlement;
7) stimulating the involvement in rural settlements of health care workers, education, social security, culture, sports, agro-industrial complex, forestry and specially protected natural territories, civil servants of the offices of akims of villages, towns, rural districts.
3. Citizens of the Republic of Kazakhstan living in rural settlements with unfavorable environmental conditions and low economic potential are entitled to state support for resettlement with their consent in accordance with the legislative acts of the Republic of Kazakhstan.
4. Specialists in the field of healthcare, social security, education, culture, sports, veterinary medicine, forestry and specially protected natural territories who are civil servants and work in rural settlements, as well as specified specialists working in government organizations funded from local budgets, may be given increased salaries by decision of local representative bodies (maslikhats). salaries and tariff rates are not less than twenty-five percent higher than those of specialists, engaged in these types of activities in urban environments.
5. Social support for the payment of utilities and the purchase of fuel at the expense of budgetary funds to specialists of state organizations of healthcare, social security, education, culture, sports and veterinary medicine living and working in rural settlements is provided in accordance with the procedure and amounts approved by local representative bodies (maslikhats).
6. Specialists in the field of healthcare, social security, education, culture, sports and the agro-industrial complex, in order to stimulate recruitment to rural settlements, are provided with official housing or, in the absence of official housing, with housing rented by a local executive body in a private housing fund, by decision of local executive bodies (akimats).
7. Specialists in the field of healthcare, education, social security, culture, sports, veterinary medicine, forestry and specially protected natural territories working in state organizations funded from the national budget and located in rural settlements shall receive salaries and tariff rates increased by at least twenty-five percent in comparison with salaries and the tariff rates of specialists engaged in these types of activities in urban environments.
8. Specialists in the field of healthcare, education, social security, culture, sports and the agro-industrial complex, civil servants of akims of villages, towns, rural districts who have arrived to work and live in rural settlements, by decision of local representative bodies (maslikhats), are provided with lifting allowances and social support for the purchase or construction of housing.
9. This article applies to veterinary specialists of veterinary offices engaged in activities in the field of veterinary medicine.
The Law of the Republic of Kazakhstan dated July 8, 2005 No. 66.
This Law defines the legal, organizational, economic and social foundations for the implementation of state regulation of the development of the agro-industrial complex and rural areas in the Republic of Kazakhstan.
