1. Purchases using a special procedure are carried out in cases of purchase of goods, works, services, information about which constitute state secrets and (or) contain official information of limited distribution determined by the Government of the Republic of Kazakhstan, as well as within the framework of a state defense order in accordance with the legislation of the Republic of Kazakhstan on the defense industry and the state defense order, and in in cases stipulated by the procurement rules.

2. A special procedure is determined by the procurement rules.

3. Purchases using a special procedure are carried out without using the procurement web portal.
