2. The issues of state regulation of archival affairs carried out by the authorized body include:

1) on the basis of and in pursuance of the main directions of the internal and foreign policy of the state, defined by the President of the Republic of Kazakhstan, and the main directions of the socio-economic policy of the state, its defense capability, security, and public order, developed by the Government of the Republic of Kazakhstan, the formation and implementation of state policy in the field of archival affairs and documentation management in accordance with the legislation Republic of Kazakhstan;

2) approval of the rules for publishing documents of the National Archival Fund;

2-1) excluded by the Law of the Republic of Kazakhstan dated 05/16/2018 No. 155-VI (effective after ten calendar days after the date of its first official publication); 2-2) excluded by the Law of the Republic of Kazakhstan dated 05/16/2018 No. 155-VI (effective after ten calendar days after the date of its first official publication); 2-3) excluded by the Law RK No. 153-VIII dated 10.01.2025 (effective ten calendar days after the date of its first official publication); 2-4) excluded by the Law of the Republic of Kazakhstan dated 05/16/2018 No. 155-VI (effective ten calendar days after the date of its first official publication);

2-5) approval of standard staffs of state archives;

2-6) approval of the rules for the provision of paid activities for the sale of goods (works, services) by state archives and their spending of money from the sale of goods (works, services);

2-7) is excluded by the Law of the Republic of Kazakhstan dated 10.01.2025 No. 153-VIII (effective after ten calendar days after the date of its first official publication);

2-8) approval of the rules for the creation and storage of copies of documents by the State Insurance Fund;

2-9) setting prices for goods (works, services) sold by state archives;

3) excluded by the Law of the Republic of Kazakhstan dated 10.01.2025 No. 153-VIII (effective ten calendar days after the date of its first official publication);

4) excluded by the Law of the Republic of Kazakhstan dated 07/03/2013 No. 124-V (effective after ten calendar days after its first official publication);

5) excluded by the Law of the Republic of Kazakhstan dated December 29, 2014 No. 269-V (effective from 01.01.2015);

6) apostillation of archival certificates and copies of archival documents originating from the state archives of the Republic of Kazakhstan;

7) excluded by the Law of the Republic of Kazakhstan dated 10.01.2025 No. 153-VIII (effective ten calendar days after the date of its first official publication);

8) excluded by the Law of the Republic of Kazakhstan dated January 13, 2014 No. 159-V (effective ten calendar days after the date of its first official publication);

9) excluded by the Law of the Republic of Kazakhstan dated 10.01.2025 No. 153-VIII (effective ten calendar days after the date of its first official publication);

10) organization of the publication and use of documents of the National Archival Fund to meet the requests and needs of the state, society and citizens;

11) formation and functioning of the National Archival Fund and the State Insurance Fund for copies of documents, ensuring centralized state accounting of documents of the National Archival Fund;

12) protection of documentary historical and cultural monuments owned by the Republic, their storage and use;

13) collection and return to the Republic of Kazakhstan of archival documents on its history located abroad;

14) excluded by the Law of the Republic of Kazakhstan dated January 13, 2014 No. 159-V (effective ten calendar days after the date of its first official publication);

15) methodological guidance and coordination of the activities of the archival management and management bodies;

16) intersectoral organizational and methodological guidance on issues of archival affairs and documentation management;

17) state control over compliance with the legislation of the Republic of Kazakhstan on the National Archival Fund and archives;

18) excluded by the Law of the Republic of Kazakhstan dated 10.01.2025 No. 153-VIII (effective ten calendar days after the date of its first official publication);

18-1) development and approval of regulatory legal acts in the field of archival affairs and documentation management in accordance with the purpose, objectives of this Law and the legislation of the Republic of Kazakhstan;

19) exercise of other powers provided for by the laws of the Republic of Kazakhstan, decrees of the President of the Republic of Kazakhstan and resolutions of the Government of the Republic of Kazakhstan.

3. The issues of state regulation of relations and management of archival affairs carried out by the local executive body of the region, the city of republican significance and the capital include:

1) implementation of a unified state policy in the field of archival affairs and documentation management in the territory of the region, the city of republican significance and the capital;

2) organization of storage, acquisition and use of documents of the National Archival Fund accepted for storage, the state archives of the region, the city of republican significance and the capital;

3) maintaining state records and ensuring the safety of documents of the National Archival Fund stored in the state archives of the region, the city of republican significance and the capital;

4) protection of documentary historical and cultural monuments in communal ownership, their storage and use;

5) excluded by the Law of the Republic of Kazakhstan dated 07/03/2013 No. 124-V (effective after ten calendar days after its first official publication);

6) organization of examination of scientific and practical value of documents;

7) creation of a database on the documents of the National Archival Fund stored in the state archives of the region, the city of republican significance and the capital;

8) organizational and methodological guidance on issues of archival affairs and documentation management in the territory of the region, the city of republican significance and the capital;

8-1) state control over compliance with the legislation of the Republic of Kazakhstan on the National Archival Fund and archives in the territory of the region, the city of republican significance and the capital, with the exception of the sources of acquisition of the National Archive of the Republic of Kazakhstan and the central state archives;

9) organization of execution of requests of individuals and legal entities;

10) approval of the regulations on the expert verification commission;

11) using the documents of the National Archival Fund to meet the requests of the state, individuals and legal entities;

12) collection and return of archival documents on the history of the region, the city of republican significance and the capital;

13) exercising other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan in the interests of local government.

The Law of the Republic of Kazakhstan dated December 22, 1998 No. 326-1.

This Law regulates public relations in the field of collection, acquisition, storage, state accounting and use of documents of the National Archival Fund of the Republic of Kazakhstan and the state administration of archival affairs in the Republic of Kazakhstan.
