1. The cost of living is the minimum monetary income per person, equal in value to the value of the minimum consumer basket.

The minimum consumer basket is the minimum set of food, goods and services necessary to ensure human life, in physical and monetary terms, and consists of:

1) food basket;

2) a fixed share of expenses for non-food products and services.

2. The food basket is calculated by the authorized body in the field of state statistics according to scientifically based physiological norms of food consumption, approved by the authorized body in the field of sanitary and epidemiological welfare in coordination with the authorized body in the field of health.

3. A fixed share of expenditures on non-food products and services is established jointly by the authorized bodies in the field of social protection of the population and in the field of state statistics in relation to the cost of the minimum consumer basket.

4. The cost of living is calculated quarterly for the republic and for the regions on average:

1) per capita;

2) by gender and age groups of the population.

5. Information on the cost of living in the Republic of Kazakhstan as a whole, on average per capita for the main gender and age groups of the population, the cost of a food basket and the proportion of the population with incomes below these criteria, are subject to official publication in the media by the authorized body in the field of state statistics.

The Law of the Republic of Kazakhstan dated May 19, 2015 No. 314-V SAM.

This Law regulates social relations arising in the system of minimum social standards.
