1. The national operator of the space communications system is a joint–stock company with one hundred percent state participation in the authorized capital, determined by the Government of the Republic of Kazakhstan, which is entrusted with the tasks of creating, operating and developing a space communications system.

2. Powers of the National Operator of the Space Communication System:

1) provides technical operation of the space communication system;

2) provides communication services, including the provision of spacecraft transponders, as well as broadband access services to digital systems to individuals and (or) legal entities;

3) interacts with foreign space communications operators in order to reserve transponders of spacecraft of the Republic of Kazakhstan, as well as expand coverage areas by spacecraft outside the Republic of Kazakhstan in coordination with the authorized body in the field of communications;

4) carries out other types of activities not prohibited by the legislation of the Republic of Kazakhstan.

The Law of the Republic of Kazakhstan dated January 6, 2012 No. 528-IV.

This Law regulates public relations on the implementation of space activities in the Republic of Kazakhstan.
