 1. During the construction, reconstruction and repair of highways, it is necessary to ensure compliance with the requirements of design estimates, this Law, the legislation of the Republic of Kazakhstan on road traffic and technical regulations in the field of highways.

2. Safety and environmental protection measures must be taken during construction, reconstruction and repairs. When choosing methods of work and means of mechanization, it is necessary to take into account the need to comply with appropriate sanitary standards and standards for maximum permissible emissions of pollutants into the atmosphere.

During the construction, reconstruction and repair of roads, the preservation of green spaces or their restoration should be ensured.

3. The safety of road workers and road users should be ensured by taking measures to organize traffic and protect work sites, which should be provided for during work planning and regularly checked during their production.

4. During the construction, reconstruction and repair of roads in difficult engineering and geological conditions, when the time for the stabilization of the roadbed significantly exceeds the established construction time, it is allowed to provide a stage-by-stage arrangement of the pavement with drainage and traffic safety at each stage.

IZPI's note! It is envisaged to supplement Article 19-3 with paragraph 4-1 in accordance with the Law of the Republic of Kazakhstan dated 30.06.2025 No. 204-VIII (effective sixty calendar days after the date of its first official publication).

4-1. The construction, reconstruction and repair of highways are carried out taking into account the unified database of road construction materials and new technologies.

5. Safety requirements for the construction, reconstruction and repair of highways are established by technical regulations and the legislation of the Republic of Kazakhstan on road traffic.

The Law of the Republic of Kazakhstan dated July 17, 2001 No. 245.

This Law regulates the legal, organizational and economic foundations of the state management of highways in the Republic of Kazakhstan, their construction, operation and development in the interests of the state and users of highways.
