1. The Congress of the National Chamber (hereinafter referred to as the Congress) is headed by the Chairman of the Presidium of the National Chamber and is formed from an equal number of representatives of accredited republican intersectoral, industry associations (unions), as well as republican associations (unions) of small, medium and (or) large businesses and delegates of regional councils.

2. Excluded by the Law of the Republic of Kazakhstan dated 13.06.2018 No. 160-VI (effective from 22.07.2018).

3. The exclusive competence of the Congress includes:

1) approval of the statute of the National Chamber, amendments and (or) additions to it;

2) election and dismissal of members of the Presidium of the National Chamber, members of the Audit Commission of the National Chamber;

2-1) is excluded by the Law of the Republic of Kazakhstan dated 04/06/2024 No. 71-VIII (effective sixty calendar days after the date of its first official publication). 3) excluded by the Law of the Republic of Kazakhstan dated 04/06/2024 No. 71-VIII (effective sixty calendar days after the date of its first official publication).

4) approval of the reports of the Presidium of the National Chamber and the Board of the National Chamber;

5) approval of the amount of mandatory membership fees in accordance with the gradation established by the congress within the groups of business entities specified in paragraph 2 of Article 29 of this Law, for which the central authorized body for state planning has approved the maximum amounts of mandatory membership fees.;

6) making decisions on the establishment and liquidation of legal entities with the participation of the National Chamber as the founder, with the exception of regional chambers;

7) approval of the budget of the National Chamber;

8) approval of the annual report of the Audit Commission of the National Chamber;

9) making a decision on the establishment of branches and representative offices of the National Chamber in the territory of foreign states;

10) approval of the annual report on the results of the activities of the National Chamber to be published in the mass media;

11) approval of the list of free services provided to members of the National Chamber;

12) making a decision on exemption from payment of mandatory membership fees.

4. The Congress is authorized to make decisions if there is a simple majority of the total number of appointed representatives and elected delegates at the meeting.

Voting at the congress is carried out according to the principle of "one representative (delegate) – one vote". Voting is carried out in person. The procedure for voting at the Congress is determined by the statute of the National Chamber.

Decisions on matters within the competence of the Congress are taken by a simple majority of the votes of the representatives and delegates present at the meeting.

The transfer of voting rights, as well as voting for other persons, is not allowed.

5. The procedure for electing delegates to the congress from regional councils is determined by the statute of the National Chamber.

This Law regulates public relations arising in connection with the establishment and operation of the National Chamber of Entrepreneurs of the Republic of Kazakhstan and the development of entrepreneurship in the Republic of Kazakhstan.
