Article 19. Ensuring public safety of the Law on National Security of the Republic of Kazakhstan
1. Public safety is ensured by decisions and actions of government agencies, organizations, officials and citizens aimed at:
1) strengthening the guarantees of ensuring the personal safety of citizens, their rights and freedoms;
2) the formation of a state ideology based on Kazakh patriotism, interethnic and interfaith harmony;
3) strengthening the unity of the people of Kazakhstan and tolerance in society;
4) support natural population growth and ensure timely measures are taken to counteract demographic crisis processes;
5) strengthening the fight against crime, including its organized forms, corruption, terrorism and extremism;
6) curbing the growth of unemployment and falling living standards of the population;
7) prevention of non-medical use of psychoactive substances, as well as other social factors that threaten the health of citizens and the morality of society, the gene pool of the people of Kazakhstan;
8) preventing a decrease in the intellectual potential of the country;
9) ensuring the preservation of historical, traditional, spiritual and cultural values of the Kazakh society;
10) countering illegal migration.
11) biological risk assessment and prevention in the field of biological safety.
2. It is not allowed to make decisions and commit actions that are obviously capable of leading to:
1) violation of the unity of the people of Kazakhstan and deterioration of interethnic and interfaith relations;
2) violation of public consent;
3) illegal interference of public and religious associations in the affairs of the state and the state in the affairs of public and religious associations;
4) an increase in crime and delinquency;
5) reducing the level and quality of education and medical care;
6) loss of objects of historical and cultural heritage;
7) unjustified restriction of human and civil rights and freedoms.
8) increase the level of biological risks or the emergence of threats to the biological security of the Republic of Kazakhstan.
3. Foreign citizens and stateless persons with particularly dangerous and quarantine infectious diseases that pose a real threat to the health of citizens are not allowed to enter the Republic of Kazakhstan.
Foreign citizens and stateless persons residing in the territory of the Republic of Kazakhstan and having infectious diseases that pose a threat to the health of citizens are subject to expulsion from the country.

This Law regulates legal relations in the field of national security of the Republic of Kazakhstan and defines the content and principles of ensuring the security of man and citizen, society and the state, the system, goals and directions of ensuring national security of the Republic of Kazakhstan.
