The issuance of identity documents is carried out on the basis of one of the following documents:

1) birth certificate;

2) birth certificates;

3) passport of a citizen of the Republic of Kazakhstan;

4) identity cards of a citizen of the Republic of Kazakhstan;

5) excluded by the Law of the Republic of Kazakhstan dated 25.11.2019 No. 272-VI (effective ten calendar days after the date of its first official publication);

6) certificates of return;

7) certificates of a stateless person;

8) a foreign passport;

9) certificates of admission to citizenship of the Republic of Kazakhstan, renunciation of citizenship of the Republic of Kazakhstan and change of citizenship by Decree of the President of the Republic of Kazakhstan, as well as change of citizenship in accordance with international treaties ratified by the Republic of Kazakhstan;

10) applications for refugee status, positively reviewed by the authorized state body;

11) refugee certificates.

The Law of the Republic of Kazakhstan dated January 29, 2013 No. 73-V.

This Law defines the legal basis of identity documents, establishes requirements for their registration, and regulates activities related to the production, issuance, replacement, delivery, seizure and destruction of identity documents.
