Article 19. Powers of employees of internal affairs bodies of the Law On Internal Affairs Bodies of the Republic of Kazakhstan
1. Employees of internal affairs bodies throughout the territory of the Republic of Kazakhstan, regardless of their position, time, if they are contacted with a statement or report of a criminal or administrative offense, or if it is directly detected, are required to take measures to prevent illegal acts, provide assistance to those in need, protect the scene, and inform the nearest authorities. internal Affairs.
2. Excluded by the Law of the Republic of Kazakhstan dated 30.06.2025 No. 203-VIII (effective ten calendar days after the date of its first official publication).
3. Actions of employees of the internal affairs bodies, which temporarily restrict the rights of individuals, are accompanied by the words: "In the name of the law." In this case, each person is obliged to stop active actions, unconditionally obey the requirements of an employee of the internal affairs bodies and follow his instructions related to the performance of official duties.
4. Employees of the internal affairs bodies have the right to carry, store and use special means, firearms and other weapons, to use physical force, including fighting techniques. The procedure for the use of special means, firearms and other weapons and physical force is determined by the Law of the Republic of Kazakhstan "On Law Enforcement Service".
5. When exercising the powers of the internal affairs bodies, employees are required to:
1) introduce yourself and present your official identification when addressing individuals;
2) inform the person after the arrest of the grounds for his detention, explain that he has the right not to testify against himself and close relatives, the right to one phone call and a lawyer;
3) to inform about the detention of an individual to his close relatives;
4) to respect the rights and legitimate interests of individuals, not to use torture, violence, cruel, inhuman, degrading treatment, intentional infliction of physical pain and moral suffering. It is prohibited to force people to give evidence and confess to committing a criminal or administrative offense.

This Law regulates public relations in the sphere of activity of the internal affairs bodies of the Republic of Kazakhstan.
