Article 19. Responsibilities of a self-regulatory organization The Law on Self-Regulation
1. A self-regulating organization must:
1) comply with the legislation of the Republic of Kazakhstan, the charter of the self-regulatory organization and the rules and standards adopted by it;
2) within the limits of its authority, take measures to prevent violations of the rights and legitimate interests of consumers of goods (works, services);
3) to carry out explanatory work among the members (participants) to improve their legal literacy;
4) inform the members (participants) about the receipt and expenditure of money;
5) ensure information transparency of its activities and the activities of its members (participants);
5-1) develop and approve rules and standards that are mandatory for members (participants) of a self-regulatory organization;
6) coordinate with the regulatory state body the rules and standards on self-regulation based on mandatory membership (participation);
7) analyze the activities of its members (participants) on the basis of information provided by them to the self-regulating organization in the form of reports, followed by submission to regulatory state bodies in accordance with the procedure established by the laws of the Republic of Kazakhstan, the charter of the self-regulating organization or another document approved by the decision of the general meeting of members (participants) of the self-regulating organization;
8) bring to the attention of the regulatory state body information about violations by its member (participant) of the legislation of the Republic of Kazakhstan, rules and standards of the self-regulating organization, as well as measures of influence applied to members (participants) of the self-regulating organization, in accordance with the procedure established by the laws of the Republic of Kazakhstan, the charter of the self-regulating organization or other document approved by the decision of the general meeting members (participants) of a self-regulatory organization;
9) to bring to the attention of the authorized body in the field of consumer rights protection information about the received consumer requests and the results of their consideration;
10) provide up-to-date information about its members (participants) to the authorized body in the field of consumer protection and to the Unified Information System for Consumer Protection;
11) create a body for the consideration of consumer disputes that have arisen between members (participants) of a self-regulatory organization and consumers, and other persons in the field of consumer protection.
The laws of the Republic of Kazakhstan and the charter of a self-regulating organization may establish other duties of a self-regulating organization.
2. A self-regulating organization shall not have the right to carry out activities and perform actions entailing a conflict of interests in self-regulation.
3. A self-regulating organization based on compulsory membership (participation) is liable for its obligations and those of its members (participants) through the use of one or more methods of ensuring property liability provided for in paragraph 1 of Article 28 of this Law, in accordance with the procedure and cases provided for by the laws of the Republic of Kazakhstan.
4. A self-regulating organization based on voluntary membership (participation), with which an agreement on recognition of the results of its activities has been concluded, is liable for its obligations and those of its members (participants) through the use of one or more methods of ensuring property liability provided for in paragraph 1 of Article 28 of this Law, in accordance with the procedure and cases provided for by the laws of the Republic of Kazakhstan..

This Law regulates public relations related to the self-regulation of business and professional entities in the Republic of Kazakhstan, defines the conditions for the establishment and functioning of self-regulatory organizations, membership (participation) in them and their legal status.
