1. Citizens entering public service for the first time or re-entering public service after its termination, with the exception of the persons specified in paragraph 8 of Article 27 of this Law, must obtain positive results of a special check conducted by the national security authorities for compliance with the conditions for admission to public service in accordance with this Law and the legislation of the Republic of Kazakhstan on combating Corruption.

The duration of the special audit is up to three months, with the exception of a special audit of candidates for elected akims.

A special check of candidates for elected akims is carried out within thirty calendar days from the date of receipt of the necessary documents by the national security agencies.

2. Citizens entering the civil service in accordance with this Law, with the exception of political servants appointed or elected by the President of the Republic of Kazakhstan and the Chambers of Parliament of the Republic of Kazakhstan, temporarily perform the duties provided for by the public office until the day of receipt of the results of a special audit.

Employment relations with them are regulated in accordance with the labor legislation of the Republic of Kazakhstan.

During the period of the special inspection, these citizens are subject to the provisions of this Law regarding the duties and responsibilities of civil servants and restrictions related to their employment in public service. The rights of these citizens are determined by the employment contract.

Employment is formalized by an act of a government agency.

The provisions of this paragraph do not apply to the elected akim.

3. The period of temporary performance of duties stipulated by an administrative state position is included in the length of public service.
