1. The legislation of the Republic of Kazakhstan in the field of education is based on the Constitution of the Republic of Kazakhstan, consists of this Law and other regulatory legal acts of the Republic of Kazakhstan.

2. International treaties ratified by the Republic of Kazakhstan have priority over this Law. The procedure and conditions of operation in the territory of the Republic of Kazakhstan of international treaties to which the Republic of Kazakhstan is a party are determined by the legislation of the Republic of Kazakhstan.

3. Legal relations regulated by the legislation of the Republic of Kazakhstan in the field of education are not subject to the legislation of the Republic of Kazakhstan on public procurement in terms of acquisition:

1) services of the accreditation body;

2) services and goods related to catering for students in state organizations of secondary education, extracurricular organizations of additional education, as well as goods related to providing nutrition to children who are being raised and trained in state preschool organizations, educational organizations for orphans and children left without parental care, organizations of technical and vocational, post-secondary education.

3) services of the state educational order. At the same time, contracts for the services of the state educational order are concluded through the web portal of public procurement in accordance with the procedure determined by the authorized body in the field of education.

4) works, goods, and services purchased in accordance with the procedure established by the pilot national project in the field of education approved by the Government of the Republic of Kazakhstan. - Note from <url>! Subparagraph 4) is valid until 01.01.2026 in accordance with the Law of the Republic of Kazakhstan dated 30.12.2022 No. 177-VII.

The Law of the Republic of Kazakhstan dated July 27, 2007 No. 319-III.

This Law regulates public relations in the field of education, defines the basic principles of state policy in this field and is aimed at ensuring the constitutional right of citizens of the Republic of Kazakhstan, as well as foreigners and stateless persons permanently residing in the Republic of Kazakhstan, to education.
