1. The legislation of the Republic of Kazakhstan on online platforms and online advertising is based on the Constitution of the Republic of Kazakhstan, consists of this Law and other regulatory legal acts of the Republic of Kazakhstan.

2. International treaties ratified by the Republic of Kazakhstan have priority over this Law. The procedure and conditions of operation in the territory of the Republic of Kazakhstan of international treaties to which the Republic of Kazakhstan is a party are determined by the legislation of the Republic of Kazakhstan.

3. This Law does not apply to relations that arise between users when using instant messaging services for personal and family needs, unless the rights and legitimate interests of other individuals and (or) legal entities and the requirements of the laws of the Republic of Kazakhstan are violated.

This Law regulates public relations related to online platforms operating in the territory of the Republic of Kazakhstan, as well as public relations arising in the process of production, placement, distribution and storage of online advertising in the territory of the Republic of Kazakhstan.
