1. The legislation of the Republic of Kazakhstan on road traffic is based on the Constitution of the Republic of Kazakhstan and consists of this Law and other regulatory legal acts of the Republic of Kazakhstan.

 2. International treaties ratified by the Republic of Kazakhstan have priority over this Law. The procedure and conditions of operation in the territory of the Republic of Kazakhstan of international treaties to which the Republic of Kazakhstan is a party are determined by the legislation of the Republic of Kazakhstan.

3. Legal relations regulated by the legislation of the Republic of Kazakhstan on road traffic are not subject to the legislation of the Republic of Kazakhstan on public procurement regarding the purchase of goods, works, and services for the manufacture of driver's licenses, certificates of state registration of vehicles, and state registration license plates.

This Law establishes the legal basis and general conditions for the functioning of road traffic and ensuring its safety in the Republic of Kazakhstan.
