1. The legislation of the Republic of Kazakhstan on science and technology policy is based on the Constitution of the Republic of Kazakhstan, consists of this Law and other regulatory legal acts of the Republic of Kazakhstan.

2. International treaties ratified by the Republic of Kazakhstan have priority over this Law. The procedure and conditions of operation in the territory of the Republic of Kazakhstan of international treaties to which the Republic of Kazakhstan is a party are determined by the legislation of the Republic of Kazakhstan.

3. Public relations in the field of science and scientific and technical activities in the formation and execution of the state defense order are regulated by the Law of the Republic of Kazakhstan "On the Defense Industry and the State Defense Order".

4. Public relations in the field of science and scientific and technical activities in the field of biological safety are regulated taking into account the requirements of the Law of the Republic of Kazakhstan "On Biological Safety of the Republic of Kazakhstan".

This Law regulates public relations in the field of science, scientific and (or) scientific and technical activities, commercialization of the results of scientific and (or) scientific and technical activities, defines the basic principles and mechanisms of functioning and development of the national scientific system of the Republic of Kazakhstan.
