Article 2. Legislation on transport of the Law on Transport in the Republic of Kazakhstan
The legislation of the Republic of Kazakhstan on transport is based on the Constitution of the Republic of Kazakhstan, consists of this Law and other regulatory legal acts of the Republic of Kazakhstan.
If an international treaty ratified by the Republic of Kazakhstan establishes rules other than those contained in this Law, the rules of the international treaty shall apply.
Relations related to pipeline transport activities are regulated by the relevant legislation of the Republic of Kazakhstan.
The conditions of transportation, the procedure for using vehicles, and ensuring safety in the field of technical regulation (hereinafter referred to as safety) of vehicles and their life cycle processes for human life and health and the environment are determined by regulatory acts applicable to the relevant modes of transport, approved in accordance with the established procedure and binding on all participants in transport relations.

This Law defines the foundations of the legal, economic and organizational activities of transport in the Republic of Kazakhstan.
