Article 2. Scope of this Law The Law on Legal Acts
1. This Law defines the system of legal acts of the Republic of Kazakhstan, distinguishes the legal status of normative legal acts and non-normative legal acts.
2. This Law does not regulate:
1) the procedure for the adoption, amendment, addition and termination of the Constitution of the Republic of Kazakhstan;
2) the procedure for the adoption, amendment, addition and termination of regulatory rulings of the Constitutional Court of the Republic of Kazakhstan and the Supreme Court of the Republic of Kazakhstan;
3) the procedure for concluding, executing, amending, supplementing and terminating international treaties of the Republic of Kazakhstan, with the exception of relations regulated by Article 19 of this Law;
4) the procedure for the adoption, amendment, addition and termination of legal acts of individual application established by the legislation of the Republic of Kazakhstan on administrative offences, the legislation of the Republic of Kazakhstan on administrative proceedings, criminal procedure and civil procedure legislation of the Republic of Kazakhstan.
5) the procedure for planning, developing, approving, registering, accounting, publishing, monitoring and updating standardization documents established by the legislation of the Republic of Kazakhstan in the field of standardization.

This Law regulates public relations related to the procedure for the development, submission, discussion, adoption, registration, enactment, amendment, addition, termination, suspension and publication of legal acts of the Republic of Kazakhstan.
