Article 20. Deputy of the Maslikhat of the Law on Local Government and Self-Government in the Republic of Kazakhstan
1. The deputy of the Maslikhat expresses the will of the population of the relevant administrative-territorial units, taking into account the national interests.
2. The powers of a deputy of the maslikhat begin from the moment of his registration as a deputy of the maslikhat by the relevant territorial election commission and terminate from the moment of termination of the powers of the maslikhat.
3. The powers of a deputy of the Maslikhat shall be terminated prematurely in the following cases::
1) election or appointment of a deputy to a position, the occupation of which, in accordance with the legislation of the Republic of Kazakhstan, is incompatible with the performance of deputy duties;
2) the entry into force of a court decision recognizing a deputy as legally incompetent or with limited legal capacity;
3) termination of the powers of the maslikhat;
3-1) withdrawal or exclusion of a deputy from a political party from which, in accordance with the Constitutional Law of the Republic of Kazakhstan "On Elections in the Republic of Kazakhstan", the deputy was elected;
3-2) termination of the activities of the political party from which, in accordance with the Constitutional Law of the Republic of Kazakhstan "On Elections in the Republic of Kazakhstan", the deputy was elected;
3-3) revocation by decision of the supreme governing body of a branch (representative office) of a political party of a deputy of the maslikhat elected on the party list;
4) the death of a deputy, the entry into force of a court decision declaring the deputy missing, or a court decision declaring him dead;
5) termination of their citizenship of the Republic of Kazakhstan;
6) the entry into force of a court verdict of conviction against a deputy for committing a crime or an intentional criminal offense;
7) departure for permanent residence outside the relevant administrative-territorial unit;
8) in connection with the deputy's personal resignation statement;
9) systematic failure by a deputy to perform his duties, including absence without valid reasons at the plenary sessions of the maslikhat session or meetings of the maslikhat bodies to which he was elected, more than three times in a row;
10) appointment to the position of chairman of the audit commission or member of the audit commission of the region, city of republican significance, capital.
4. Upon termination of the powers of a deputy of the Maslikhat on the grounds provided for in the sub-paragraphs 1), 2), 4), 5), 6), 7), 8), 9) and 10) of paragraph 3 of this Article, the relevant territorial election commission shall adopt a decision stating the occurrence of grounds entailing the termination of the powers of a deputy of the Maslikhat., and a decision is made to submit to the relevant maslikhat a submission on the early termination of the powers of a deputy of the maslikhat.
On the basis of a submission to the territorial election commission submitted in accordance with this paragraph, the maslikhat shall terminate the powers of the relevant deputy of the Maslikhat by a majority vote of the total number of deputies present at the session of the Maslikhat.
4-1. Upon termination of powers on the grounds provided for in subitems 3-1), 3-2) and 3-3) of paragraph 3 of this Article, the relevant territorial election commission shall make a decision stating the fact that a person has lost the powers of a deputy of the maslikhat and inform the relevant maslikhat accordingly.

6. Deputies of maslikhats who carry out their activities on a permanent or exempt basis, paid for from the state budget, are not entitled to carry out entrepreneurial activities, independently participate in the management of an economic entity, or engage in other paid activities other than teaching, scientific, or other creative activities.

This Law, in accordance with the Constitution of the Republic of Kazakhstan, regulates public relations in the field of local government and self-government, defines the competence, organization, and order of activity of local representative and executive bodies, as well as the legal status of deputies of maslikhats.
