1. The Higher Scientific and Technical Commission is an advisory body under the Government of the Republic of Kazakhstan.

2. The composition of the Higher Scientific and Technical Commission is formed from among members of the Government of the Republic of Kazakhstan, deputies of the Parliament of the Republic of Kazakhstan, heads of government agencies, the National Academy of Sciences, leading scientists, experts from various fields of knowledge, representatives of national management holdings, national development institutes, national holdings, national companies, private business entities and republican scientific public associations and approved by the decree of the Government of the Republic of Kazakhstan.

3. The main tasks of the Higher Scientific and Technical Commission are:

1) formation of strategic objectives and priorities aimed at the development of scientific and (or) scientific and technical activities;

2) identification of priority directions for the development of science;

3) identification of priority fundamental and applied scientific research in the fields of science;

4) consideration of proposals of national scientific councils;

5) determining and allocating to priority areas of science development the amount of funding from the budget for scientific and (or) scientific and technical activities, as well as determining the amount of funding for the commercialization of the results of scientific and (or) scientific and technical activities, with the exception of scientific, scientific and technical projects and programs formed within the framework of the state defense The order;

6) definition of scientific and technical tasks for program-specific financing;

7) determination of the list of organizations engaged in basic scientific research.

8) other tasks in accordance with the laws of the Republic of Kazakhstan.

This Law regulates public relations in the field of science, scientific and (or) scientific and technical activities, commercialization of the results of scientific and (or) scientific and technical activities, defines the basic principles and mechanisms of functioning and development of the national scientific system of the Republic of Kazakhstan.
