1. Individuals and legal entities operating in the process of production, transmission of thermal energy and supply of thermal energy in a centralized and local heat supply system provide information through the information system of the authorized body on the quality and volume of heat supply, modes of consumption of thermal energy, the condition of equipment, heating networks and other property used for carrying out activities, modernization measures., repair, reconstruction, replacement of the specified property, measures to improve energy efficiency and reduce heat loss, measures to introduce technologies for the use of renewable energy sources.

2. The equipment of thermal power facilities involved in the process of production, transmission of thermal energy and supply of thermal energy with devices of the automated system for commercial accounting of thermal energy and ensuring their functioning are determined by the rules for accounting for thermal energy and coolant approved by the authorized body.

3. The objectives of the information system of the authorized body are:

1) collection and processing of information on the state and forecast of the development of thermal energy;

2) ensuring the formation of a forecast for the development of thermal energy;

3) ensuring the quality and accessibility of public services provided through the information system of the authorized body.

4. The rules for the formation, maintenance and functioning of the unified state management system for the fuel and energy complex are determined, inter alia:

1) the procedure for data collection, processing, monitoring and analysis;

2) requirements for thermal power engineering informatization facilities;

3) requirements for hardware and software complexes of automated commercial accounting systems for energy resources;

4) requirements for automated process control systems;

5) technical requirements for server equipment and operating system for the functioning of an automated commercial accounting system;

6) requirements for information transmission technology in an intelligent heat energy metering system;

7) requirements for measuring instruments, other equipment and intangible assets accounting for thermal energy, providing the possibility of connecting metering devices.

5. Subjects of the fuel and energy complex in the field of thermal power engineering are obliged to provide access and integrate their hardware and software complexes of the automated system of commercial accounting of thermal energy with the information system of the authorized body.

This Law regulates public relations arising in the process of production, transportation, sale and consumption of thermal energy for municipal and industrial needs, as well as the high-quality functioning and development of heat supply systems and state regulation in the field of thermal energy.
