Article 21-2. Deputy associations in maslikhats of the Law on Local Government and Self-Government in the Republic of Kazakhstan
1. Deputies of the Maslikhat have the right to create deputy associations in the form of fractions of political parties and other public associations, deputy groups. The chairman of the maslikhat may not be a member of parliamentary associations.
2. Faction is an organized group of deputies representing a political party or other public association registered in accordance with the procedure established by law, which is created for the purpose of expressing the interests of the relevant political party or other public association in the maslikhat. The faction must include at least three deputies of the Maslikhat. A deputy has the right to be a member of only one parliamentary faction.
3. A deputy group is an association of deputies for exercising their powers and working together in electoral districts. The deputy group must include at least five deputies of the Maslikhat.
4. Registration of parliamentary factions and groups is carried out at a session of the Maslikhat, is carried out by an appearance procedure and is exclusively informational in nature.

This Law, in accordance with the Constitution of the Republic of Kazakhstan, regulates public relations in the field of local government and self-government, defines the competence, organization, and order of activity of local representative and executive bodies, as well as the legal status of deputies of maslikhats.
