Article 21. Decrees of the President of the Republic of the Constitutional Law On the President of the Republic of Kazakhstan
1. Decrees of the President of the Republic are issued on the basis of and in pursuance of the Constitution and laws of the Republic.
2. By decrees of the President of the Republic:
1) the constitutional powers of the President are being exercised, requiring the issuance of an act of the President of the Republic;
2) issues of ensuring the coordinated functioning of all branches of government, the responsibility of government bodies to the people of Kazakhstan established by the Constitution and laws are being resolved.;
3) legal regulation of issues not falling within the legislative competence of the Parliament, as well as those not falling within the competence of the Government and other state bodies established by law, is carried out.;
4) decisions are made on strategic issues of economic and socio-political development of the Republic of Kazakhstan.
3. Only decrees may have the force of normative legal acts issued by the President of the Republic.

This Constitutional Law, in accordance with the Constitution of the Republic of Kazakhstan, defines the legal status of the President of the Republic of Kazakhstan.
