Article 21. Electoral districts and their system of the Constitutional Law on Elections in the Republic of Kazakhstan

     1. In the Republic of Kazakhstan, when electing deputies of the Mazhilis of Parliament in single-mandate territorial electoral districts, deputies of maslikhats, akims, and members of other local self-government bodies, a system of territorial electoral districts is created and used.

     When electing deputies of the Mazhilis of Parliament in single-mandate territorial electoral districts, electoral districts are formed taking into account the administrative-territorial division of the Republic and the number of voters.2. Excluded by the Constitutional Law of the Republic of Kazakhstan dated 06/29/2018 No. 162-VI (effective ten calendar days after the date of its first official publication).

     3. In the elections of the President of the Republic and deputies of the Mazhilis, elected on the basis of party lists according to the proportional representation system, the entire territory of the Republic of Kazakhstan is a single national electoral district.

     4. When electing deputies of maslikhats and akims, a territorial electoral district is formed on the territory of the corresponding administrative-territorial unit.

     When electing deputies of maslikhats in single-mandate territorial electoral districts, electoral districts are formed taking into account the administrative-territorial division of regions and the number of voters.

     5. When electing members of other local self-government bodies, multi-mandate territorial electoral districts are formed, covering the territories of urban and rural local communities.
