Article 21. Monitoring of production, transportation (transportation), storage, shipment and sale of commercial, liquefied petroleum and liquefied natural gas The Law on Gas and Gas Supply
1. The authorized body monitors the production, transportation (carriage), storage, shipment, and sale of commercial, liquefied petroleum, and liquefied natural gas, which includes:
1) monitoring the production volumes of commercial, liquefied petroleum, and liquefied natural gas;
2) monitoring the volumes of transportation (carriage) and storage of commercial, liquefied petroleum, and liquefied natural gas.
3) monitoring of sales volumes, including the export of commercial, liquefied petroleum, and liquefied natural gas outside the territory of the Republic of Kazakhstan and the import of these gases into the territory of the Republic of Kazakhstan;
4) monitoring of wholesale and retail prices for commercial, liquefied petroleum, and liquefied natural gas sold in the Republic of Kazakhstan;
5) monitoring of the volumes of shipment of liquefied petroleum and liquefied natural gas by regions of the Republic of Kazakhstan and outside the territory of the Republic of Kazakhstan by destination countries.
6) monitoring the internal needs of the Republic of Kazakhstan for commercial and liquefied petroleum gas.
2. Persons engaged in the wholesale and (or) retail sale of commercial gas must submit information on the sale of commercial gas, including gas imported for consumption within the territory of the Republic of Kazakhstan, to the authorized body no later than the twentieth day of the month following the reporting period.
3. Gas transportation and gas distribution organizations must submit information to the national operator on the volumes of transportation and storage of commercial gas no later than the fifth day of the month following the reporting period.
4. The national operator must submit to the authorized body: 1) no later than the twentieth day of the month following the reporting period, information on the volumes of commercial gas transportation via main gas pipelines and its storage in commercial gas storage facilities;
2) annually, no later than February 1 of the year following the reporting period, provide information on the volumes of purchased raw and marketable gas;
3) annually, no later than three months before the start of the planned period, provide a forecast of the Republic of Kazakhstan’s domestic needs for marketable gas for the upcoming calendar year.
5. Manufacturers submit the following to the authorized body:
1) monthly, no later than the fifth day of the month following the reporting period, provide information on the production of commercial and liquefied natural gas;
2) annually, no later than three months before the start of the planned period, provide a forecast production volume of commercial, liquefied petroleum, and liquefied natural gas for the next five years.
5-1. Producers of liquefied petroleum gas must provide the following to the authorized body monthly, no later than the fifth day of the month following the reporting period:
1) information on the production volumes of the company’s own liquefied petroleum gas;
2) information on the production volumes of liquefied petroleum gas from hydrocarbon raw materials owned by other persons or held on other lawful grounds;
3) information on the shipment and (or) sale of liquefied petroleum gas within the framework of the supply plan;
4) information on the shipment and (or) sale of liquefied petroleum gas outside the supply plan.
5-2. The owners of liquefied petroleum gas produced during the processing of hydrocarbon raw materials belonging to them by right of ownership or on other legal grounds, monthly, no later than the fifth day of the month following the reporting month, provide the authorized body with information on the shipment and (or) sale of liquefied petroleum gas within the framework of the supply plan.
6. Persons engaged in the wholesale and (or) retail sale of liquefied petroleum gas must submit, no later than the twentieth day of the month following the reporting period, to the local executive bodies of the regions, cities of republican significance and the capital, in whose territory such sales are carried out, information about the sale of liquefied petroleum gas, including gas produced outside the territory of the Republic of Kazakhstan and imported for consumption and (or) further sale.
6-1. Persons engaged in the retail sale of commercial gas shall provide the authorized body with information on the use of income received from applying the coefficients used in determining the retail sale price of commercial gas in volumes exceeding the approved consumption norms, which is intended to finance measures for the digitalization of commercial gas accounting and the modernization of the gas distribution system, as well as to repay borrowed funds raised for the implementation of these measures, annually no later than the twenty‑fifth day of the month following the reporting year.
7. Local executive bodies of the region, the city of republican significance, and the capital shall submit to the authorized body:
1) monthly, no later than the 25th day of the month following the reporting period:
information on the sale and consumption of liquefied petroleum gas in the territory of the region, the city of republican significance, and the capital;
information on wholesale and retail prices for liquefied petroleum gas in the territory of the region, the city of republican significance, and the capital.

8. Persons engaged in the wholesale sale of liquefied natural gas must submit to the authorized body, no later than the fifth day of the month following the reporting period, information about the sale of liquefied natural gas, including gas produced outside the territory of the Republic of Kazakhstan and imported for consumption and (or) further sale.
9. The information provided in paragraphs 2–5, 5‑1, 5‑2 and 6–8 of this article must be submitted via the digital system of the authorized body.
10. The authorized body in the field of customs affairs shall, no later than the fifteenth day of the month following the reporting period, submit the following information to the authorized body:
1) on the transportation of commercial gas outside the territory of the Republic of Kazakhstan and into the territory of the Republic of Kazakhstan via pipeline transport;
2) on the export outside the territory of the Republic of Kazakhstan and the import into the territory of the Republic of Kazakhstan of liquefied petroleum gas and liquefied natural gas via railway, road, pipeline, sea, and inland water transport.
11. Based on monitoring data, a forecast balance of production, sales, and consumption of commercial and liquefied petroleum gas in the territory of the Republic of Kazakhstan is formed.

This Law defines the legal, economic and organizational bases for regulating public relations in the field of gas and gas supply in the Republic of Kazakhstan and is aimed at creating conditions for meeting the domestic gas needs of the Republic of Kazakhstan, as well as for efficient, reliable and safe operation of gas supply facilities.
