1. The authorized body monitors the production, transportation (transportation), storage, shipment and sale of commercial, liquefied petroleum and liquefied natural gas, including:

1) monitoring of production volumes of commercial, liquefied petroleum and liquefied natural gas;

2) monitoring of volumes of transportation (transportation) and storage of commercial, liquefied petroleum and liquefied natural gas;

3) monitoring of sales volumes, including exports outside the territory of the Republic of Kazakhstan and imports into the territory of the Republic of Kazakhstan of commercial, liquefied petroleum and liquefied natural gas;

4) monitoring of wholesale and retail prices for commercial, liquefied petroleum and liquefied natural gas sold in the Republic of Kazakhstan;

5) monitoring of shipments of liquefied petroleum and liquefied natural gas by regions of the Republic of Kazakhstan and outside the territory of the Republic of Kazakhstan by destination countries;

6) monitoring of the internal needs of the Republic of Kazakhstan for commercial and liquefied petroleum gas.

2. Persons engaged in wholesale and (or) retail sale of commercial gas, monthly, no later than the twentieth day of the month following the reporting month, submit to the authorized body information on the sale of commercial gas, including imported for consumption in the territory of the Republic of Kazakhstan.

3. Gas transportation and gas distribution organizations shall provide the national operator with information on the volume of transportation and storage of commercial gas on a monthly basis, no later than the fifth day of the month following the reporting month.

4. The National Operator submits to the authorized body:

1) monthly, no later than the twentieth day of the month following the reporting month, information on the volume of transportation of commercial gas through main gas pipelines and its storage in commercial gas storages;

2) annually, no later than February 1 of the year following the reporting year, information on the volumes of purchased crude and commercial gas;

3) annually, no later than three months before the start of the planned period, the forecast of the domestic gas needs of the Republic of Kazakhstan for the upcoming calendar year.

5. Manufacturers submit to the authorized body:

1) monthly, no later than the fifth day of the month following the reporting month, information on the production of commercial and liquefied natural gas;

2) annually, no later than three months before the start of the planned period, the projected volume of production of commercial, liquefied petroleum gas and liquefied natural gas for the next five years.

5-1. Producers of liquefied petroleum gas provide monthly information to the authorized body no later than the fifth day of the month following the reporting month.:

1) information on the production volumes of its own liquefied petroleum gas;

2) information on the volume of production of liquefied petroleum gas from hydrocarbon raw materials owned by other persons on the right of ownership or other legal grounds;

3) information on the shipment and (or) sale of liquefied petroleum gas under the delivery plan;

4) information on the shipment and (or) sale of liquefied petroleum gas outside the delivery plan.

5-2. The owners of liquefied petroleum gas produced during the processing of hydrocarbon raw materials owned by them on the right of ownership or on other legal grounds, monthly, no later than the fifth day of the month following the reporting month, provide the authorized body with information on the shipment and (or) sale of liquefied petroleum gas within the framework of the supply plan.

6. Persons engaged in wholesale and (or) retail sale of liquefied petroleum gas, monthly, no later than the fifth day of the month following the reporting month, submit to the local executive bodies of the regions, cities of republican significance and the capital, on the territory of which such sale is carried out, information on the sale of liquefied petroleum gas, including those produced outside the territory of the Republic of Kazakhstan and imported for consumption into the territory of the Republic of Kazakhstan.

7. Local executive bodies of the region, cities of republican significance, and the capital shall submit to the authorized body:

1) monthly, no later than the fifteenth day of the month following the reporting month:

information on the sale and consumption of liquefied petroleum gas in the territory of the region, the city of republican significance, the capital;

information on wholesale and retail prices for liquefied petroleum gas in the territory of the region, the city of republican significance, the capital;

2) annually, no later than three months before the start of the planned period, the forecast of consumption of liquefied petroleum gas for the upcoming calendar year in the territory of the region, the city of republican significance, the capital.

8. Persons engaged in the wholesale sale of liquefied natural gas, monthly, no later than the fifth day of the month following the reporting month, submit to the authorized body information on the sale of liquefied natural gas, including those produced outside the territory of the Republic of Kazakhstan and imported for consumption into the territory of the Republic of Kazakhstan.

9. The information provided for in paragraphs 2-5, 5-1, 5-2 and 6-8 of this article is provided through the digital system of the authorized body.

10. The authorized body in the field of customs affairs shall provide information to the authorized body on a monthly basis no later than the fifteenth day of the month following the reporting month.:

1) on transportation of commercial gas outside the territory of the Republic of Kazakhstan and into the territory of the Republic of Kazakhstan by pipeline;

2) on the export from the territory of the Republic of Kazakhstan and the import into the territory of the Republic of Kazakhstan of liquefied petroleum gas and liquefied natural gas by rail, road, pipeline, sea and inland waterway.

11. Based on the monitoring data, the authorized body draws up a forecast balance of production, sale and consumption of commercial and liquefied petroleum gas in the territory of the Republic of Kazakhstan for the upcoming calendar year.

This Law defines the legal, economic and organizational bases for regulating public relations in the field of gas and gas supply in the Republic of Kazakhstan and is aimed at creating conditions for meeting the domestic gas needs of the Republic of Kazakhstan, as well as for efficient, reliable and safe operation of gas supply facilities.
