Article 21. Requirements of the Law on Responsible Treatment of Animals for the treatment of pets and their maintenance
1. The owner of the animal or the responsible person must:
1) comply with the requirements of veterinary (veterinary and sanitary) rules, veterinary and hygienic standards;
2) keep records of pets in accordance with the rules of pet accounting;
3) to carry out responsible treatment of pets without violating the rights, freedoms and legitimate interests of others.;
4) take the necessary safety measures to prevent pets from harming the life and health of people and/or animals, as well as the property of individuals and legal entities.;
5) ensure timely provision of veterinary care to a pet and timely implementation of preventive veterinary measures, including vaccination, in accordance with the legislation of the Republic of Kazakhstan on veterinary medicine;
6) immediately inform the subdivisions of local executive bodies engaged in activities in the field of veterinary medicine, state veterinary organizations established by local executive bodies of regions, cities of republican significance, the capital, and state veterinary and sanitary control and supervision authorities of suspicions of particularly dangerous and contagious diseases of domestic animals, as well as the death of a pet due to particularly dangerous dangerous and contagious diseases;
7) take measures to prevent unwanted offspring in pets by sterilization;
8) immediately inform healthcare organizations and divisions of local executive bodies engaged in activities in the field of veterinary medicine, state veterinary organizations established by local executive bodies of regions, cities of republican significance, the capital, state veterinary and sanitary control and supervision authorities about cases of bodily injury to individuals or animals by their animals and transfer their animal a state veterinary organization established by the local executive authorities of the regions, cities of republican significance, the capital, individuals or non-governmental legal entities engaged in medical and preventive business activities in the field of veterinary medicine, inspect and conduct the necessary clinical and (or) laboratory diagnostic studies or veterinary observations in order to identify the possible presence of particularly dangerous and contagious diseases.;
9) to prevent pets from polluting residential and non-residential premises, including condominium facilities, public places, as well as causing damage to the environment by pets;
10) comply with other requirements stipulated by this Law and other legislation of the Republic of Kazakhstan.
2. Cupping of ears and tails of pets is carried out only if it is mandatory in accordance with the breed standard. Removal of rudimentary fingers is allowed if they are not mandatory according to the breed standard, cause inconvenience or pain to the pet. These pet treatments should be performed under anesthesia. Amputation of animal body parts is carried out in order to provide necessary assistance to a pet.
This Law regulates public relations in the field of responsible treatment of animals in order to protect them, ensure safety, strengthen morality and respect the principles of humanity of society in the treatment of animals, as well as protect the rights and legitimate interests of individuals and legal entities in the treatment of animals.
