1. The Appeals Commission is a collegial advisory body.

2. The composition of the appeal commission is formed from among representatives of the authorized body, industry authorized bodies, scientific public associations, experts, as well as members of the Higher Scientific and Technical Commission who are scientists.

The Chairman of the Appeals Commission is elected from among the members of the Appeals Commission.

3. The procedure for considering applications from contest participants and submissions from the authorized body, including issues of compliance with the rules of scientific ethics, is established by the regulations on the appeals commission.

4. Decisions of the appeal commission are subject to mandatory execution by national scientific councils, an authorized body and (or) industry authorized bodies, or legal entities designated by the authorized body that finance scientific and (or) scientific and technical activities, as well as the commercialization of the results of scientific and (or) scientific and technical activities.

5. The working body of the appeals commission is determined by the authorized body.

This Law regulates public relations in the field of science, scientific and (or) scientific and technical activities, commercialization of the results of scientific and (or) scientific and technical activities, defines the basic principles and mechanisms of functioning and development of the national scientific system of the Republic of Kazakhstan.
